Located at Yantian Port, Dapeng Customs is responsible for handling customs-related issues of all import and export cargo and vehicle transport via Yantian, including supervision, duty impositions and anti-smuggling measures.
YICT serves world-class shipping lines and handles mega container vessels. To adapt to the demands these conditions bring, Dapeng Customs continually improves its supervisory and operational procedures. As a result of these efforts, Dapeng Customs has gradually become a modern organisation whose streamlined procedures conform to international customs practices.

In April 2002, Dapeng Customs became the first customs office in mainland China to adopt the electronic declaration of goods. Customs agents can apply to Customs in advance via the China Electronic Port System. After receiving the application, it takes only 15 minutes for Customs to complete the procedure.

Dapeng Customs was also the first to implement a system of ¡°Pre-declaration for Import Empty Containers¡± at YICT. With features such as pre-declaration, immediate discharge of goods, gatehouse management and post-departure completion of procedures, the system allows shipping lines to apply for the pre-declaration of import empty containers. The containers can be discharged immediately upon arrival. This process greatly accelerates empty container turnaround for shipping lines, in addition to reducing operating costs for shipping-related companies.

Centralised inspection has been introduced at the port to expedite inspection. Customs would first analyse the risk level of the cargo and the companies involved in the shipment based on the information from the declaration forms before deciding which containers to inspect. Upon arrival, cargo would be delivered to either a red or green area according to the analysis results. Cargo sent to the green area would be released immediately, while cargo sent to the red area would undergo inspection. Using leading-edge technology, the inspection process can be completed quickly and accurately. If no abnormalities were found, the red area cargo would then be released.

With CCTV, GPS and electronic gatehouse systems in place, Customs is able to supervise the port grounds and the warehouses. Even before cargo could enter the terminal, Customs can already start monitoring it from the supervisory warehouses. And even in the case of cargo being transported from the warehouses in the Shenzhen Hutchison Inland Container Depots 30 kilometres from the port, if a container is unloaded from a truck or a truck deviates from the assigned route, Customs control will receive an alarm thanks to the GPS installed in the trucks.

In March 2005, a pre-declaration procedure for import laden containers was launched at Yantian. Pre-declaration can be made before cargo arrives at the port. Once the container arrives at Yantian, YICT will discharge the container and send it directly to the inspection area. This saves about one day¡¯s duration at the terminal for the cargo owner.

In March 2005, Dapeng Customs simplified its procedures, allowing international transshipment cargo to be directly loaded from the first leg to the second leg of passage.

Since June 2005, Dapeng Customs have extended their inspection hours to 8:00 pm to cope with the 24-hour operations of the port, aiming to inspect and release containers the same day and thus reducing declaration costs for customers. Furthermore, Dapeng Customs have added a team of assistant inspectors who are responsible for some of the required supervisory functions, thus allowing warehouses to operate round the clock.

A new Customs Inspection Centre, comprising 178 inspection bays, became operational in June of 2005. With it, Customs inspection capacity has increased from under 200 to over 400 containers per day. The increased inspection capacity helps reduce inspection times, making the inspection process more efficient.

On 1 September 2006, Customs implemented a new process called ¡°Declaration at Local Customs, Inspection and Release at Port Customs¡± to further streamline clearance procedures.

A year later, on 1 September 2007, Dapeng Customs launched a new mode of operation, called "Changing Vessels before Declaration", for export cargo. Shipping lines or shipping agents are allowed to change vessels even after customs release has been issued. To change vessels before declaration, they are required to apply to Customs within 24 hours after the vessel¡¯s departure.

Reviews and issues import and export customs declaration forms, inspection notices, inspection assignments, inspection results, export verification certificates, and declaration forms for international transit cargo.

4. Logistics Supervision and Control Section II
Processes customs declarations for import and export transit cargo.

5. Customs Declaration Section
Reviews and approves customs declaration cancellations, irregular cargo declarations, customs declarations covering import and export cargo, and imposes export cargo taxes.

6. Inspection Sections I and II
Inspects import and export cargo handled at Phases I, II and III, the Expansion Project and the West Port of Yantian Port.
 
7. Inspection Section III
Inspects import and export containers at Phases I, II and III, the Expansion Project and the West Port of Yantian Port; utilises and maintains the H-986 Container Inspection System.

8. Anti-smuggling Section
Investigates suspected smuggling and other illegal activities.
