YICT is an international container terminal. For this reason, it is important to ensure both security and efficiency when inspecting vessels, personnel and goods.
Yantian Exit and Entry Frontier Inspection (Yantian Frontier Inspection) handles vessel inspections round the clock. It is responsible for inspecting and supervising all the international vessels and smaller vessels shuttling to Hong Kong and Macao, as well as frontier inspection applications at the port. It is also responsible for patrolling and monitoring the port, for which it uses a Closed Circuit Television System (CCTV).
Yantian Frontier Inspection launched vessel pre-inspection procedures at the port in March of 2001, making it possible for vessels to be operated on immediately upon arrival. By the beginning of 2004, the initiative had been implemented on all international vessels. According to statistics, the vessel pre-inspection measures can reduce each vessel's non-productive berthing time by about one hour, thus greatly increasing berth availability.
Yantian Frontier Inspection launched an Electronic Frontier Monitoring System (EFMS) on 15 December 2003. The system has been installed to remotely monitor the area around vessel gangways berthing at the terminal, and to check Intelligent Cards (IC) as well as people boarding or disembarking. Various measures, including EFMS, CCTV, patrolling and authorising the Safety and Security Department to check ICs for truck and personnel entering or leaving the terminal, have been implemented to improve not only the efficiency of inspections, but also to ensure port security.
In July 2005, construction of the Yantian Exit and Entry Frontier Inspection Centre was completed and put into use. With all the comprehensive functions of frontier inspection, monitoring, controlling, and information enquiry, the centre is able to provide the terminal, agents, shipping lines and related parties with one-stop services. In addition, leading-edge technology has been applied in other areas including office automation, on-line declaration and digital electronic supervision. The centre enables Yantian Frontier Inspection to enter an electronic operations era with the result that both inspection efficiency and port security have been enhanced.
Yantian Frontier Inspection initiated an On-Line Declaration System in September of 2005. The system allows Yantian Frontier Inspection to handle advance applications for on-line vessel declarations by shipping agents. The new practice has further streamlined vessel declaration and release procedures, and enabled feedback to users in real time, on ship handling progress.
YICT has worked closely with Yantian Frontier Inspection over the years to ensure port security and economic benefits for both the terminal and shipping lines alike. As a result, port supervisory methods based on mutual trust, have been further enhanced.
Procedures Prior to a vessel's arrival, ships' agents should apply to Yantian Frontier Inspection for pre-declaration via the On-Line Declaration System of Shenzhen General Station of Exit and Entry Frontier Inspection. Upon the vessel's arrival, it is necessary for the captain and crew to formally complete entry and exit frontier inspection procedures. Documentation including a general declaration form, crew list, passenger list (if applicable), the crew's identification papers, the crew's personal property declaration and the crew's landing application forms shall all be submitted by agents in order to complete all relevant frontier inspection procedures.
