YANTIAN Launches the New Service Mode of “Phase in and Phase out”

On 25 April 2020, YANTIAN hosted a ceremony to celebrate the launch of the new service mode of the “phase in and phase out (PIPO)”. On the same day of the ceremony, a batch of containers were transferred to the “OOCL Brussels”, marking the successful completion of YANTIAN’s first PIPO operation.

PIPO means that when a vessel engaged on international voyages cannot continue the sailing due to route adjustments, surrender of tenancy, ship maintenance and other force majeure, the containers carried by this vessel (excluding the cargo prohibited by the country from entry) can be unloaded at a port temporarily after the Customs gives its consent. Later, another international vessel will pick up these containers for shipment to the destination ports.

Since the Dapeng Customs has optimised and integrated the PIPO declaration process, shipping lines only need make one application for qualification recording to normalise the PIPO operation. Meanwhile, the new service mode of PIPO also makes the declaration and supervision process paperless. In this way, shipping lines now finds it more convenient and time-saving for cargo transshipment.

On 25 April 2020, YANTIAN launched the new service mode of the “phase in and phase out (PIPO)”. Under the new mode, shipping lines only need to file at the Customs one-off for record to carry out PIPO operations at YANTIAN going forward. Previously, shipping lines had to file at the Customs every time for each vessel with the PIPO operation.

This new service mode has not only improved Yantian Port’s clearance efficiency, but also provided strong support for the transshipment service and given impetus to YANTIAN’s PIPO service.
